In an attempt to compete with Vine, (which is owned by Twitter)  Instagram (which is now owned by Facebook) has announced that Facebook and Instagram users can now record 15 second videos.  With Vine we are limited to six seconds.  Instagram also has cool editing features, including 13 brand new filters for contrast and color, even a stabilizer in case your hand shakes when you are making your 15 second video.

The changes were announced by Instagram co-founder and CEO Kevin Systrom during a press event at the headquarters of Facebook.

So what could be better than a huge celebrity trying out your new technology?  What if that celebrity gets a case of the giggles (for who knows what reason)
